Meet Our Board of Directors

Jerry Coogan, 2018 Board President

Jerry Coogan lives in Mandeville, Louisiana with his wife Kim and ruler of the house, their dog Jo-Jo. Jerry is the President of Coogan & Coogan, Inc., which focuses on electronic signage for marquees, scoreboards and other electronic signs.  He also owns Ace Hardware in Mandeville and Madisonville, Louisiana. Jerry grew up River Ridge, attended Louisiana State University with a focus on mathematics and physical education.  He moved to the Northshore 20 years ago and has been very civically involved in St. Tammany Parish.

In 2014, Jerry joined the Board of Directors for Northshore Humane Society and currently serves as the Board’s President, on all committees. He has also sat on the Sponsorship Committee and Governmental Committee and is a member of the Unleashed: Rescue Me! Committee. Jerry works tirelessly for the cause of NHS and is an anchor for organization.  His twin daughters foster animals for NHS and they can often be found working at the rescue with smiling faces, evidence of parents who encourage giving back to the community.

Jerry enjoys playing tennis and serving on the board through fund raising.

Scott Discon, 2018 Vice President

Scott G. Discon resides in Old Mandeville. He serves as the current Event Chairman and also serves as Co-Chair of our annual Unleashed! Rescue Me Gala.

He is a practicing personal injury attorney who practices in both Louisiana and Mississippi in the metro New Orleans area. He is an attorney with the Discon Law Firm in Mandeville, LA.

He and his partner, Scott Williams have four dogs, Bella, Rivers, Finnigan and Trey. 

He attended LSU and graduated from Loyola University in New Orleans in 1985 with a BBS in Marketing Business. He earned his Law Degree from Mississippi College School of Law in 1988. He is a member of both LA and MS State Bars.

Brett Lala, 2018 Treasurer

Brett Lala, of Covington, is a devoted husband and father of two young boys, Blake and Brock. Brett enjoys golf, taking his sons to sporting events, coaching them in various sports and relaxing at the beach with his family. Brett’s wife, Stacey McDaniel Lala, is committed to raising her boys as a stay-at-home mother, being involved in the community and her sons’ school activities.

Brett joined the Board of Directors for Northshore Humane Society in 2016.  His wife, Stacey, has joined him in his commitment to the Board by assisting with fundraising.

Brett is a member of Guarisco, Cordes & Lala, LLC, Attorneys at law.  Mr. Lala received a Bachelor of Science degree (cum laude) in Accounting from Southeastern Louisiana University and earned his Juris Doctorate from Loyola University New Orleans School of Law. While attending law school, he was elected to Moot Court and obtained his Certified Public Accountant (CPA) license. Mr. Lala is a Board Certified Tax Law Specialist as certified by the Louisiana Board of Legal Specialization and a CPA (inactive status).  Mr. Lala concentrates his practice in the areas of taxation, business transactions and estate planning.

Ashley Rodrigue, 2018 Secretary

Ashley Rodrigue is the Public Affairs Director for the State Fire Marshal's Office. Ashley is from the Westbank of New Orleans, but has worked in Baton Rouge and Beaumont, TX throughout her career. She also worked for WWL for nearly six years as the Northshore Bureau Chief. In all places, she’s always made coverage of area animal shelters a priority. She became a member of Northshore Humane Society’s Board in the Summer of 2016 and is excited to do more for the area’s homeless pets. Ashley is the proud pet-parent of pug, Tater Tot.

Kimberly Higgins, 2018 Board Member

Kimberly Higgins currently resides in Mandeville, after relocating from the Southshore 14 years ago. She has been a realtor with Century 21 Galaxy, Inc in Mandeville for three years, where she is licensed in Louisiana and Mississippi. Kimberly has been awarded the Century 21 Pinnacle Award for excellent customer service in 2015 and 2016. Kimberly grew up in River Ridge, and graduated from the Ochsner School of Allied Health Science and Tulane University, Cum Laude, with a B.A. in Social Science and a minor in Homeland Security. While at Tulane, she was a member of the Golden Key Honor Society. Kimberly enjoys spending time with her lovely niece Katie, and her fur-babies Jett and Jolie.

Eileen Hodgins, 2018 Board Member

Eileen Hodgins, a New Orleans native, moved to the Northshore 17 years ago and now lives in Covington. Eileen has a long-standing career in publication and is currently a franchisee for Homes & Land with Homes & Land Greater New Orleans, Homes & Land New Orleans’ Northshore and Homes & Land Greater Dallas/Fort Worth.  She served as Executive V.P. for New Orleans Magazine for nine years, the local city magazine, and launched two magazines: New Orleans Bride; and New Homes & Lifestyles, all in publication today.  She also served as Vice President and Director of Sales for Where Magazine.

Eileen’s excellence in publication has been invaluable as she has served on the Board of Directors for Northshore Humane Society for the past three years.  Eileen utilizes her skills and expertise in advertising as co-chair for the organization's annual Unleashed! Rescue Me Gala.

Eileen has dedicated many years to fund raising and organizations, such as serving as co-chair for Boo Fest for three years for Northshore Board of Realtor’s Fall fundraiser; and Homes & Land Franchise Advisory Board.  She is a member of the St. Tammany Home Builders Association, New Orleans Metropolitan Board of Realtors, Northshore Board of Realtors, Women Council of Realtors, Dallas Board of Realtors and the Chamber of Commerce.

Eileen brings her dog, Gumbo to the office every day.  She also has a senior dog, Jack. She is very dedicated to the welfare of animals, having grown up loving animals and why she is so proud to be a part of the NHS. She enjoys attending LSU and Saints games.

Louisa Delmas Holowesko, 2018 Board Member

A native of Havana, Cuba, Luisa grew up in Kenner, La. After living outside of Louisiana for almost 30 years, she finally moved back and settled in to Abita Springs three years ago with her two daughters, Arianna and Alivia. A loving wife and devoted mother of four with the recent addition of a step-son, Luisa has been a lifelong animal lover and dog owner, with Lilly being the current Lab controlling the house.

Her passion to help and give back to her community is what led Luisa to be involved with many charitable organizations and fundraisers throughout the years. Her never take no for an answer attitude and tireless energy has helped Luisa achieve record setting results for school fundraisers while she lived in the Bahamas and also with her involvement with The Ride For Hope Bahamas. She is curently working as a treatment coordinator at Exceptional Dental In Metairie.

Andre Judice, Ph.D., LPC-S, 2018 Board Member

Andre has lived in Mandeville since 2004.  She is the owner of Northshore Counseling and Wellness, a large multi-specialty private practice for mental health.  She also owns DSM Behavioral Health Billing and Credentialing, a behavioral health billing company, and co-owns NOLA Tropical Winery, a specialty wine store in New Orleans, with her husband, Todd.  Andre earned her Ph.D. in Counselor Education in 2001, and has worked as a psychotherapist for since 2000.

Andre was born and raised in New Iberia, Louisiana.  Her love of animals was instilled at a very early age, growing up with dogs, cats, horses, and birds.  Her love of dogs is especially focused on the plight of misunderstood and abused breeds such as Pit Bulls.  She is currently lucky to be the mom of two Catahoulas, Jinks and Zazu.  She also enjoys traveling, ballroom dancing, flying, sailing, outdoor sports, and triathlon. 

Maria Landry, 2018 Board Member

Maria Toups Landry has resided in Mandeville, Louisiana since 2003. Maria is President and Owner of Fleur-de-lis Insurance, LLC., operating as a Health and Life Insurance Broker. Maria was born and raised in Thibodeaux, Louisiana, graduated from Louisiana State University and moved to New Orleans where she became an educator. In 1995, she spent time in Costa Rica where she taught English as a Second Language.

Maria has served as President of Professional Women of St. Tammany helping to raise scholarship money for St. Tammany women. She also served as Chair of the Small Business Council of the West St. Tammany Chamber of Commerce.  Now, Maria has followed her passion for animal rescue and joined Northshore Humane Society Board of Directors.

Maria has her own rescue dog, Clementine. Maria also enjoys traveling, enhancing and saving lives of animals in need, enriching women’s lives through education and opportunity.

Scott Quillin, 2018 Board Member

Scott Quillin and his wife Jane have been Mandeville residents for over 20 years.  Scott is an Electrical Engineer working for Fluor Federal Petroleum Operations doing Construction Design and Management for the DOE Strategic Petroleum Reserve.  He grew up in La Crosse, WI and attended the University of Wisconsin and the University of New Orleans, where he completed his BSEE.

Scott has volunteered his time and knowledge to many different organizations including the City of Mandeville Parks and Parkways Commission, the Planning and Zoning Commissions, the Fontainebleau Property Owners Association, where he was president for several years, the non-profit Gulf South Men organization, where he is a founding member and Treasurer, and through his local and national church where he dealt with innumerous volunteers and thousands of hours of volunteer service.

Scott and Jane have three grown children and a granddaughter.  The oldest, Adam, graduated from LSU SVM and is currently an Emergency Room Veterinarian.  His wife is also a Veterinarian, but enjoying her time with their daughter.  Their second child, Kathryn is completing her third year at LSU Vet School and hopes to be practicing on her own in a year.  The youngest, Matthew graduated from LSU and is currently a Campus Pastor there.  With the kids gone, their cats, Nehemiah and Fluff have kept away the ‘empty nest’ feeling.

Scott can be found either in his garage building ‘things’ or out in the community helping others.

Greg Thompson, 2018 Board Member

Greg Thompson has lived in the New Orleans Metropolitan area his entire life.  He has been living outside of Mandeville for the last 5 years.  He and his wife Kim have six grown children and a granddaughter. His father was born and raised in Folsom.

Greg graduated from UNO with a BS in Mechanical Engineering. His career started with Jefferson Parish in 1983 as a project engineer that was part of a team that designed and constructed large-scale drainage pumping stations. After that, Greg managed the development of an electronic mapping system called a Geographic Information System (GIS). During his tenure with Jefferson Parish, Greg obtained his Professional Engineering licenses in Mechanical and Control Systems Engineering.

In 1994, Greg started Geographic Computer Technologies (GCT) with the goal of providing information technologies to government agencies.  GCT specializes in developing mapping systems (GIS) and related applications. 

Throughout his childhood and through the many years raising kids, Greg has raised many dogs and cats.  Most of the cats were strays and all dogs were from the pound.  He joined the board out of his concern for the plight of animals in urban environments. 

Kristyn Whatley, 2018 Board Member

Kristyn Whatley resides in old Mandeville with her husband, James, and their three dogs, Archie, Ava and Iggy. Kristyn grew up in Madisonville and attended Mandeville High School before moving on to Southeastern Louisiana University where she graduated Magna Cum Laude with a degree in Business Management. She participated in a study abroad program in Costa Rica and fell in love with the culture, lifestyle, and landscape so much that she decided to have her wedding there years later.

Kristyn currently works as a Supply Chain Analyst for Chevron. She enjoys paddle boarding, kayaking, biking and outdoor activities with her dogs such as walking around old Mandeville. She is passionate about both coastal restoration projects and enhancing/saving the lives of animals on the Northshore.
